NQ Water was established in 1987 by the Queensland Government to obtain, conserve and supply water in bulk to the local governments, as well as major industrial customers with large daily requirements.

In providing this service, NQ Water owns and is responsible for a number of water supply sources including the Ross River Dam, Lake Paluma and Crystal Creek as well as their supporting treatment facilities, infrastructure and reservoirs.

The Townsville and Thuringowa City Councils have the responsibility of supplying water through the mainstream networks to the taps of Townsville and Thuringowa consumers, after treatment by NQ Water.
