Ross River Dam water skiing trial A message from the Chairman of NQ Water, 31/3/2001 Results from five months of monitoring strictly limited water skiing on Ross River Dam by the Townsville Water Ski Club show that there has been no measurable impact on water quality. This, coupled with recent tensions associated with increasing popularity amongst recreational users and overcrowding on Ross River, has led to a decision by NQ Water to extend the club's use of the dam. To better understand the potential effects of motorised craft on water quality NQ Water commenced a special study in November 2000, including monitoring for evidence of hydrocarbon emissions. This builds on the understanding gained from initial research conducted as part of the community consultation process conducted by NQ Water when determining whether to open the dam for recreational use. Advice was also obtained from industry experts, including nationally recognised scientist Dennis Steffensen, of the Cooperative Research Centre for Water Quality and Treatment, Adelaide. No clear picture of the effects of motorised craft on water quality could be established. While our early findings
have not shown any evidence of water quality being affected, we will continue
close monitoring and will maintain strict conditions in terms of the type
of craft permitted and the area where they are allowed. We will be on
constant alert to ensure that the community's drinking water is not affected
and will follow a strict process to decide the most appropriate action
for the longer term. For many years, Townsville Water Ski Club has been able to use the dam for 12 weekends a year for competition events, with strict controls applying. Ross River Dam offers the only stretch of calm water suitable for long course events. This is particularly significant given the number of champion skiers from the local area, including the state and national barefoot water ski champions and the world disabled slalom and jump champion. After a two months notice period required to cancel the Townsville Water Ski Club's permit to ski on Ross River, and following the club's move to Ross River Dam for the trial, greater access to the river will be provided for general recreation. Unrestricted access will also be made available at the boat ramp at Pioneer Park. To help manage the competing interests of various forms of recreation, NQ Water has formed the Ross River Management Advisory Group, comprising representatives of local sporting associations, residents and relevant government agencies. Over the next two months, the group will develop recommendations outlining nominated areas to be set aside for particular activities on Ross River. At the same time, attention will be given to ensuring compatibility is maintained with the City of Thuringowa's River Precinct Development Strategy, which is currently at the conceptual stage of development. The strategy aims to promote full enjoyment of the river by the community through a wide range of options for local residents. The Water Ski Club was previously delegated responsibility to oversee recreational use of Ross River. This system worked reasonably well when there were fewer people using the river, however with conflicts now arising between groups participating in different forms of activities more formal administration is required. In addition to the Ross River Management Committee, NQ Water has two rangers at Ross River Dam, whose duties extend to supervision of recreational use of Ross River. New by- laws awaiting approval will give the rangers additional powers to maintain order both at river and dam. Combined with the recent $8.5 million upgrade of the Douglas Water Treatment Plant, a sophisticated Catchment Management Plan and a certified Environmental Management System, these latest initiatives are part of NQ Water's on-going responsibility to manage Townsville/Thuringowa water assets in a way that continues to protect water quality, while addressing community service obligations. -- ENDS -- More information: NQ Water Media contact: © 2004 NQ Water |
